Jørpeland Kraft has been given licence to increase production to 102 GWh through the construction of the Jøssang and Dalen I power generation plants in the waterfalls of the Jørpeland watercourse system.

New power stations

The construction of Jøssang power generation plant was started during autumn 2008 with blasting operations for tunnel building from Jøssang to the new power generation plant. The tunnel work will continue up to Dalavatn from there. The power generation plant will be located 600 metres inside the rock and a total of 6 km of tunnels will be constructed.

Jøssang power generation plant will commence operation in 2011. The development will provide a total of 102 GWh (millions of kWh) annually, and has an estimated cost of approx. NOK 400 million. The construction of the Dalen I power generation plant, which will be situated near the existing power station in Jørpelandselva, will start in 2009 and it is planned that operations will commence in 2010.

Jørpeland Kraft bought the reversed rights from the Norwegian authorities in 1997, from which time the annual power production has amounted to around 40 GWh.

The development takes care of many interests

In connection with the licencing award, the Norwegian Oil and Energy Department stated in its press release that the development takes into consideration the many different interests in the Jørpeland watercourse system in an excellent manner: “The development will increase access to renewable energy, and is a good contribution to improve the power situation without any subsequent new environmental impact. The chosen development alternative secures a good flow of water in the river, thus preserving important environmental values connected to fishing, bathing and outdoor life”.

For Scana Steel Stavanger, this development is a long-term and forward-looking project. The development ensures stable access to power at predictable prices. The development also contributes to local and regional economic growth. Strand municipality will receive around NOK 3.5 million in annual taxes and charges, and in addition a trade fund with a value of around NOK 11 million. A significant part of this business development fund will be used for developing a business park on Scana Steel Stavanger’s and Strand municipality’s property at Grøtnes.

An outer perimeter for the landfill will be constructed using the excess material from the tunnel project at Jøssing power generation plant. The area inside the perimeter will be filled with sea-based deposits, and sand and slag from the production at Scana Steel Stavanger.

Operation and maintenance

Scana Steel Stavanger is responsible for the operation and maintenance of the existing power generation plants until the completion of Jøssang power generation plant. Jørpeland Kraft will thus purchase these services from Scana Steel Stavanger. The Lyse energy group will take over operation of the power stations once the development has been completed.
